Land Use Commissions

Old Saybrook is a special place. We have an historic Main Street, thriving local businesses, and a shoreline that draws people from all over. But to protect the small-town charm we all love, we need to plan for the future. The decisions made by our Planning and Zoning Commissions shape how our town grows. They determine what gets developed, where it is built, and how we protect our natural resources. Our Democratic candidates for Land Use boards are committed to smart, sensible growth that benefits everyone. They have a clear vision for Old Saybrook, one that addresses our most pressing challenges while preserving its small town charm.

Moving forward, our Land Use candidates believe we must:

  • Create More Housing for Everyone: Build more housing options that are affordable and consistent with our small-town atmosphere. This will help our young people stay in town and allow seniors to downsize without leaving the community they love.
  • Fix Traffic Congestion: Address our growing traffic issues with creative solutions that keep our roads moving and our town accessible.
  • Improve Walkability: Expand our sidewalk network with more shade and benches to create a safer, more comfortable way to get around town for pedestrians and cyclists.
  • Update Our Rules: Modernize our zoning code current and future needs of our town. We will give developers more flexibility to build housing in areas that make sense.
  • Make Zoning More Accessible: Ensure the Zoning Board of Appeals is a resource for all residents, not just those who can afford to hire a lawyer.
Tina Rupp

Tina Rupp – Planning

Tina is an active—and magnetic—presence in the community. Over the last 20 years, she has served as vice president of the Goodwin PTA, become a member of the Historical Society, and cultivated a wide network of friends, colleagues, small business owners, and the many clients she’s met through her work as an award-winning realtor. Meanwhile, she and her two teenaged daughters keep busy with travel, cooking—and their two adorable cats.

Given her profession—and her current seat on Old Saybrook’s Architectural Review Board—Tina has been following the town’s planning studies and development initiatives for some time. Her interest in, and research on, these topics recently led to her being appointed to the Mariner’s Way Redevelopment Committee. For Tina, a seat on the Planning Commission is an opportunity to put this background to use on a higher level.

If elected, Tina is interested in exploring ways to build a thriving community of individuals and families who have access to home ownership opportunities; she has thought through a number of innovative solutions that ensure Old Saybrook is an attainable, and financially sustainable, option for new and existing residents who seek the best in coastal living.

Erin Torneo

Erin Torneo – Planning

Growing up in Rocky Hill, Erin frequently came to Old Saybrook to visit with cousins who owned a restaurant on Main Street. Now, as a mother of three school-aged children—plus a cat and a dog—she is thrilled to be raising a family in this special shoreline community. When she and her husband Sascha were looking for a place to live in Old Saybrook, they faced a shortage of housing options. Through some twists and turns, and a stroke of good luck, they landed in their dream home. But it was no easy feat. This is why she is shaping her Planning Commission candidacy around a need for better housing solutions for young and growing families.

As a realtor with a strong background in interiors, her professional experience is also relevant to matters related to land use, housing, and establishing a smart sustainable growth plan for Old Saybrook. She brings a thoughtful, creative perspective to her work that will benefit the Planning Commission’s collaborative approach to solving problems and identifying priorities. If elected, Erin would like to strengthen the town’s small business base and activate projects that will protect our community from rising sea levels and other climate-related vulnerabilities. Also among her top considerations is a careful analysis of the aesthetic aspects of any town project, whether mixed-use development, housing or the location of a new business.

Robin Kelly

Robin Kelly – Zoning

When it comes to zoning laws, Robin’s experience is as stellar as it gets. After graduating from UConn, she earned her Juris Doctorate from NYU and began a long and successful career in real estate law. She has conducted extensive landlord-tenant litigation with both commercial and residential issues. She’s also worked with leasing agents, construction companies and just about every key player in the real estate sector.

Robin understands how vital state and local elections are to homeowners. She is excited to share her depth of knowledge and experience with Old Saybrook, to the benefit of all who live here. If elected to the Zoning Commission, Robin is committed to serving with a sense of fairness, professionalism and a focus on the issues.

Beyond her professional expertise, Robin loves tending to her garden and walking her dog, Diego. She is also the consummate host to her friends and family.

Andrew Morosky

Andrew Morosky – Zoning Board of Appeals and Board of Assessment Appeals

With 36 years of professional experience, Andrew is no stranger to municipal public works and leadership, especially when it comes to coordinating multiple technical components to arrive at a solution. He is familiar with the town’s Zoning laws since he currently serves as an alternate on the Zoning Board of Appeals. If elected to an official seat on that board in tandem with a seat on the Board of Assessment Appeals, Old Saybrook will benefit from the fullest expression of his experience and expertise. A Civil Engineer by trade, Andrew’s background is more than technical: He’s a hands-on homeowner who has taken on his own home improvements and truly understands the concerns of property owners.

Andrew believes that governments should treat people fairly and not allow for favoritism as decisions are made. Winning a seat on the board will allow him to practice his values by focusing on the facts of the case. This ensures all residents are treated equally and fairly when they seek a decision.

Marty Ladd

Marty Ladd – Board of Assessment Appeals

C Marston (Marty), a longtime resident of Old Saybrook, has always been an involved citizen. For over 20 years, he’s served the town and the Democratic Party in many capacities. Currently a member of the Zoning Board of Appeals, Marty has had a master class in Old Saybrook properties and the laws that apply to them.

Now he’d like to take this knowledge to a seat on the Board of Assessment Appeals. He sees an opportunity to bring more transparency to the Board. With a friendly approach, he wants residents to be able to raise their concerns in a straightforward and fair environment with a focus on facts.

When Marty isn’t busy serving the Town and causes close to his heart, he loves taking in the natural beauty of Old Saybrook with his wife, Suzanne, and their family.

Robert Soden

Robert Soden – Harbor Management

Growing up in Old Saybrook, Rob’s fascination with the water started early. As a young adult he attended UConn’s Coastal Science Program which prompted him to pursue a career in the environmental regulatory field. For the last 20 years, his work has focused on marine and coastal projects, and his extensive knowledge directly aligns with the experience that managing Old Saybrook’s waterways requires.

Serving on the Harbor Management Commission for the past 8 years, Rob is seeking re-election to continue his efforts to modernize and streamline facilities for better efficiency, implement online service for mooring fields, and maintain coastal access points for all to enjoy.

Although Rob has been around the water all of his life, he still finds the mouth of the Connecticut River an impressive waterway that keeps him inspired. In his spare time Rob can be found enjoying the beach, sailing or fishing with this family.
